Following concerns raised by activists and non-governmental organisations, and subsequent constructive dialogue with the relevant authorities — including the Office of the Parliamentary Secretary for Fisheries, Aquaculture and Animal Rights, Dr Alicia Bugeja Said — the Commissioner for Animal Welfare, Dr Fleur Abela, exercised her investigative mandate in full accordance with the provisions of the Animal Welfare Act.
The visit formed part of ongoing efforts by the Office of the Commissioner to ensure that all cross-border animal welfare operations meet the highest legal and ethical standards.

Accompanied by the General Manager of the Malta Society for the Protection and Care of Animals (MSPCA), Ms Mary Cassar Torregiani, the Commissioner conducted an on-site inspection at Dogs Town SRL in Naples today.
While the shelter administration provided assurances and documentation relating to permits and licensing, the Office of the Commissioner, acting prudently and in the best interests of animal welfare, formally advised that the planned operation scheduled for Wednesday, 17 December 2025 should not proceed. This recommendation was immediately communicated to the Office of the Parliamentary Secretary, which acted in full alignment with the Commissioner’s findings and called for the cancellation of the proposed transfer being handled by the Animal Welfare Directorate.
The Office of the Commissioner for Animal Welfare expresses its appreciation for the cooperation shown by MSPCA, as well as for the continued engagement of activists, Animal Welfare Directorate staff, including Ms Maxine Borg, the relevant authorities, and members of the general public. As a direct result of this coordinated effort, eight dogs have today been successfully identified for rehoming.

This outcome underscores the strength of Malta’s animal welfare framework when institutions, civil society, and government work together with shared purpose and responsibility.
Today, sound judgment prevailed — and above all, the dogs prevailed, having been represented and safeguarded at every level.
