BCA Launches “Ixtri Proprjetà Sostenibbli” Scheme for Sustainable Property Buyers

“Every Building Will Use Less Energy and Meet European Standards”: Architect Roderick Bonnici Outlines BCA’s Long-Term Sustainability Vision

 

 

The Building and Construction Authority (BCA) has launched the “Ixtri Proprjetà Sostenibbli” scheme, offering grants of between €4,500 and €9,000 spread over three years to individuals who purchase properties outright and fully meet rigorous sustainability and energy-efficiency standards.

The initiative was announced at a press briefing held at the BCA offices by Minister for Justice and Construction Sector Reform Jonathan Attard and BCA Chief Executive, Architect Roderick Bonnici.

 

In a detailed address, Architect Roderick Bonnici not only set out the scheme’s practical rules but also elaborated at length on the BCA’s ambitious long-term vision for Malta’s construction sector. He explained that every application must be supported by the final deed of sale together with the Energy Performance Certificate (EPC) of the completed building — measured in its actual, as-built state rather than theoretical design projections.

 

“Only one application per property and one per individual will be accepted,” he stressed.

 

Bonnici then expanded on the Authority’s broader vision for sustainable construction. He highlighted that, in recent years, the BCA has established a dedicated unit and strengthened its oversight to ensure that both newly constructed and existing buildings fully comply with European sustainability standards.

“With this new scheme, the Authority is going a step further by helping buyers choose homes that consume less energy and have a smaller environmental impact,” he emphasised.

 

Bonnici’s remarks painted a clear picture of the future he envisions: a transformed built environment in Malta where energy efficiency is the norm, running costs for families are reduced, the national carbon footprint shrinks, and every new property contributes meaningfully to the country’s environmental goals for generations to come. His speech positioned the incentive scheme as a practical tool to accelerate this transition and embed genuine sustainability at the heart of the construction industry.
