Let’s not forget that between 1998 and 2010, during the tenure of various Nationalist governments, the law firm Ganado Sammut Advocates, managed in part by Simon Busuttil, secured contracts and projects worth just over €200,000. Astonishingly, a significant portion of this expenditure—comprising a quarter of the total—represented payments issued to Simon Busuttil’s firm via direct commissions, circumventing a competitive tendering process completely.
During Busuttil’s period at Ganado Sammut Advocates, the firm received 18 direct commissions valued over €41,000 directly from the Prime Minister’s office, bypassing standard procurement procedures.
Moreover, additional Ministries, namely the Ministry for Education, the Ministry for the Economy, the Ministry for Tourism, and the Ministry for Resources, issued 14 further direct commissions to the firm, amounting to €10,000.
Furthermore, it has also been revealed that another company, Europa Research and Consultancy Services, in which Busuttil was involved, received over €1 million in works and contracts under Nationalist governments, with almost half of the amount awarded through direct orders.
