In a political landscape often dominated by rhetoric, few figures stand out for delivering tangible, life enhancing change like Dr Franco Mercieca. As highlighted in our recent article, this dedicated consultant ophthalmologist and respected gentleman is once again contesting with the Labour Party in the 12th District. He brings his proven expertise, humility, and patient first ethos back to public service.
Those who followed his earlier contributions know that Mercieca does not merely talk about solutions. He implements them with skill and compassion. His return reminds us of the quiet revolution he led in elderly care shortly after entering Parliament in 2013.
Appointed Parliamentary Secretary for Active Ageing and Disability Rights, he inherited a pressing demographic challenge and transformed it into a forward looking national priority.
Malta, like many developed nations, faces a rapidly ageing population. Projections around that time showed the number of people over 65 rising sharply from 68,400 in 2011 to nearly 103,000 within about two decades, with those over 75 nearly doubling. Fewer births and a shrinking working age population added to the urgency. Rather than treating this as an inevitable burden, Mercieca championed active ageing, a holistic approach empowering older citizens to remain independent, productive, and valued members of society.
Drawing from personal experience, including witnessing his own father’s abrupt retirement with little support despite decades of valuable expertise, Mercieca made intergenerational equity and dignity central to policy. He quickly assembled expertise, enlisting specialists in the National Commission for Active Ageing. Through broad consultations, the government launched Malta’s National Strategic Policy for Active Ageing, a comprehensive framework aimed at creating a society for all ages.
The strategy rested on core values: transforming structures to unlock everyone’s potential, ensuring fair opportunities across generations, and empowering older people to have real choice and control over their support and services.
It included practical recommendations such as incentives for employers to retain or hire older workers through tax breaks and flexible arrangements, efforts to combat ageism while promoting older individuals as mentors and role models, and enhancements to community services, volunteer opportunities, digital inclusion, and accessible transport.
Additional measures strengthened geriatric care, dementia strategies, falls prevention, and mental health support, while safeguarding adequate incomes and supporting smooth yet active transitions to retirement.
This was not abstract planning. Mercieca emphasised urgency, stating that Malta needed to act as soon as possible because the country was already late. He pushed for concrete action ranging from inter ministerial coordination to broader societal shifts in attitudes toward retirement and ageing. His leadership helped shift the national narrative from simply managing the elderly to harnessing their experience and ensuring dignity in later life.
This important work complemented his medical contributions. After stepping back from Cabinet, Mercieca led efforts that dramatically reduced cataract surgery waiting times from 28 months to just three months, restoring sight and independence to thousands, particularly benefiting the elderly.
Colleagues and patients consistently describe Mercieca as approachable, solution oriented, and genuinely humble, a true gentleman who prioritises results over recognition. His blend of clinical excellence as a Gozitan eye surgeon with strong administrative vision makes him exceptionally well placed to address today’s challenges.
As Malta navigates the upcoming elections, voters in the 12th District have the opportunity to support a candidate whose record speaks volumes.
