Constitutional Amendment

As we approach Independence Day, it is important to reflect on the significance of the Constitution of Malta, adopted on September 21, 1964, which marks its sixtieth anniversary this year. In light of this milestone,

 

I propose a constitutional amendment that limits the co-option of individuals to a single instance. This change would uphold the integrity of our electoral process and respect the will of the electorate.

 

Co-options should remain an exception rather than a norm, as allowing someone to be co-opted more than once can create undue pressure and lead to health issues for the individual involved. If a person has contested an election, was not elected, and then later co-opted, only to contest again without success, it signals a disconnect between the electorate’s preferences and the individual’s qualifications for the position.

 

This raises concerns about their capacity to serve effectively, especially under the stress of repeated attempts. Observing the consequences of such stress on individuals further emphasizes the need for this amendment.

 

Therefore, I urge that we consider including a provision in the Constitution that prohibits a person from being co-opted more than once, ensuring we honor the will of the sovereign electorate and promote a healthier political environment.
