The Council of Europe Guidelines on Court Experts state “83.An expert who has been instructed or appointed in contentious proceedings is not allowed to enter into agreements that could endanger his impartiality… The expert must report all circumstances that may lead to doubts concerning his independence and his impartiality in this specific expert instruction.”
Sam Sittlington was clearly in breach of these Council of Europe Guidelines.
